In the first half of 2025, political parties in Georgia collectively received ₾7,592,948 in donations, with 87% of that amount – ₾6,573,370 – going to Georgian Dream. Transparency International Georgia (TI) states that companies linked to large donors of Georgian Dream are winning multi-million dollar tenders and receiving budget subsidies, which raises legitimate questions about systemic corruption.

In January-June, the Lelo party received ₾410,125 in donations, while the People's Power party received ₾190,000. The United National Movement ranks third in terms of donations, having received ₾164,767 during this period.
Georgian Dream had a total of 168 donors in the first six months of the current year. According to Transparency International Georgia's research:
- 11 companies linked to donors won state tenders worth ₾143.6 million since 2024, and have won tenders worth ₾422 million since 2016.
- 23 companies linked to donors received simplified procurement contracts worth up to ₾1.5 million, and since 2016, these same companies have received contracts worth up to ₾15 million.
- 13 companies linked to donors received agricultural subsidies exceeding ₾27 million, and these companies have received over ₾71 million in subsidies in total.
For example, brothers Nukri and Merab Dolidze each donated ₾60,000 to Georgian Dream on the same day, May 7. Their construction companies, Monolith 2005 and Bondi-2009, won state tenders worth over ₾115 million in 2024-2025. The Dolidzes have collectively donated ₾620,450 to Georgian Dream.
Five shareholders of the construction materials company Nova – Jemal Antadze, Emzar and Ramaz Iremadze, Jemal Bolkvadze, and Zviad Abuladze – donated ₾258,000 to Georgian Dream over several days in late April. According to Transparency International Georgia's research, LLC Nova has received 28 state procurements worth a total of ₾6,568,960 and simplified procurement contracts worth ₾893,231 since 2024.
Transparency International Georgia reports that Georgian Dream received a particularly large number of donors from the Adjara region during the six months.
For instance, in June, the party had a total of 44 donors, who contributed ₾1,727,200. Of these, 39 donors were from the Adjara region, contributing a total of ₾1,541,100 (89%) to the party's coffers.
"This is the largest donation Georgian Dream has received from Adjara within a one-month interval. The increase in donations began in April, following the resignation of Tornike Rizhvadze, Chairman of the Supreme Council of Adjara, with ₾545,000 entering the party's treasury that same month. The trend continued in May (₾505,020), and as noted, peaked in June. In total, the party received ₾2,590,020 from Adjara in three months. Notably, out of the 62 donors during these three months, 39 made their first-time donations," the organization states.
Transparency International Georgia (TI) has highlighted that the People's Power party, an offshoot of the ruling Georgian Dream, receives funding from the same individuals. People's Power garnered ₾190,000 in donations over six months, with all donors having previously contributed to Georgian Dream, totaling ₾337,369 to the ruling party's fund. Among these donors is Archil Mamatsashvili, CEO of JSC Insurance Company Cartu, who donated ₾30,000 to People's Power, according to TI's findings.
