A state of regional emergency has been declared in Russia's Belgorod region, as announced by the district's governor, Vyacheslav Gladkov. He stated that the situation in the Belgorod region "remains extremely difficult and tense."

"Ukraine's armed forces fire upon us every day, causing the destruction of houses and resulting in wounded and deceased civilians. Therefore, we have decided to declare a regional state of emergency throughout the Belgorod district to protect the population and provide additional assistance to the victims," said Gladkov.
The governor also noted that he plans to request that the Russian authorities declare a federal state of emergency in Belgorod, similar to the situation in Kursk.
The Belgorod region borders Ukraine and Kursk, where Ukrainian armed forces have been operating since August 6, with a state of emergency in effect since August 7.
According to Russian media, the Russian government declares a federal state of emergency if the number of victims exceeds 500 or the amount of damage surpasses 500 million rubles.
On August 6, Ukrainian troops launched an unexpected offensive toward Kursk. Oleksandr Syrskyi, the Commander-in-Chief of the Armed Forces, informed President Volodymyr Zelensky that they control 74 settlements and 40 square kilometers of Russian territory. Additionally, President Zelensky stated that hundreds of Russian soldiers have been captured by Ukrainian forces.
The Wall Street Journal, citing American officials, reports that Russia is withdrawing part of its armed forces from Ukraine in response to the attack in the Kursk region.
