The High Representative for Foreign Affairs and Security Policy, Kaja Kallas, stated that as long as the Georgian government continues to take the wrong steps, the European Union will not proceed to the next stage regarding Georgia's candidacy.

We are supporting Georgian people, but we are not supporting the Georgian government. So, Georgian government is taking Georgia to the wrong direction that goes not in the direction of European Union and that’s why our strong message to the Georgian people is that we stand with them but as long as the government is making the wrong steps we are not going to go on with candidacy,” said Kaja Kalas before the start of the European Council meeting.
On 18-19 December, the European Council will hold a strategic debate covering various topics, including enlargement. In this context, considering the progress of some candidate countries toward EU membership, leaders will discuss the next steps.
The Enlargement Package 2025 report states that Georgia's candidate status exists only on paper.
According to the conclusions of the Danish Presidency of the Council of the European Union on enlargement, the actions of the Georgian Dream government do not meet the EU's expectations of the candidate country.
