Giorgi Khubua has been appointed as the rector of Kutaisi International University (KIU), founded by Bidzina Ivanishvili, the honorary chairman of Georgian Dream. This announcement was made by the government administration. Prime Minister Irakli Kobakhidze, along with Minister of Education Giorgi Amilakhvari, met with Khubua today.

“During the meeting, the conversation touched on plans for the development of new educational programs at Kutaisi International University.
The Prime Minister wished success to the new rector and promised support on behalf of the government.
The idea of founding the charity megaproject, Kutaisi International University, belongs to Bidzina Ivanishvili and his family. The International Charitable Foundation Cartu is investing more than one billion euros in philanthropy for the development of the university,” it is written in the statement published on the government's website.
Since 2019, Aleksandre Tevzadze has been the rector of Kutaisi International University. Based on the university's statute, the executive director, i.e., the rector, is appointed by the Prime Minister of Georgia for a period of five years, on the recommendation of the Scientific Council.
Giorgi Khubua is a doctor of legal sciences and a professor at Ivane Javakhishvili Tbilisi State University. From 2006 to 2010, he held the position of rector at Khubua University. He resigned from the rectorship following events related to the loss of valuable books from the TSU library. Additionally, several university employees accused the rector of unfair salary distribution.
At various times, Giorgi Khubua served as the director of the State and Law Institute of the Georgian Academy of Sciences and as a research associate. He is the author of more than 40 scientific works, including seven monographs and one textbook.
