When asked whether opposition parties should participate in the October 2025 local elections, voters' responses were distributed as follows:
- Should participate - 54.4%
- Should not participate - 22.3%
- Don't know/Refused to answer - 23.2%
The data varies between Tbilisi and Georgia's regions. In Tbilisi, 50% support the opposition's participation in elections, while 50% are against it or refuse to answer. In the regions, 56.4% say the opposition should participate in the elections.
According to Iago Kachkachishvili, head of the Institute of Social Studies and Analysis (ISSA), a significant finding of the study is that among the pro-European voters (55%) who support the opposition's participation in local elections, the majority (54%) favor holding local elections concurrently with new parliamentary elections.
"From a nationwide perspective, the population leans more towards opposition parties participating in the elections.
The opposition has a chance to defeat Georgian Dream in the local elections in Tbilisi. However, achieving this goal requires several essential preconditions: all opposition forces must participate in these elections. Opposition forces must strengthen the readiness of Tbilisi residents to participate in elections. Opposition forces must unite and agree on common candidates for mayor and majoritarian districts.
If these conditions are not met, taking power from Georgian Dream in Tbilisi seems unrealistic," said Iago Kachkachishvili.
42.5% of respondents expect the local elections to be held fairly, while 42% believe they will be unfair.
According to the study, the party ratings by allocation method are as follows:
- Georgian Dream - 35.2%;
- Coalition For Change - 16.9%;
- United National Movement - 14.6%;
- Lelo - Strong Georgia - 13.4%;
- Gakharia for Georgia - 12.4%;
The Institute of Social Studies and Analysis (ISSA), in cooperation with the US organization Rosner Research LLC, surveyed between May 5-20, 2025. 2000 respondents participated in the study via face-to-face interviews.
Local elections in Georgia are scheduled to be held on October 4, 2025.
