“Vladimer Shulaia has been on a federal wanted list in Russia since 2002 for the murder of a Russian citizen. Based on an agreement reached between the law enforcement agencies of Abkhazia and Russia, Shulaia was transferred to the Russian side for further operational-investigative measures at the location where the crime was committed," the statement added," reads the statement.
Abkhazia's de facto State Security Service, citing "operational data," stated that Shulaia was allegedly part of a criminal group operating across Georgia and Russia. They also claimed he was in Abkhazia "illegally, without any permission."
Video footage released by the de facto State Security Service shows Shulaia answering questions. In the video, he appears to be an employee of Enguri HPP, a major hydroelectric power station. However, Shulaia states he "didn't even work" there, claiming he obtained the certificate "through acquaintances."
Shulaia also said he crossed the "so-called border" on the Enguri River, presenting his passport and the Enguri HPP document to authorities.
